When were the suspected Marathon bombers identified?
In October 2013, U.S. Sen. Chuck Grassley sent a letter to the head of the FBI, asking questions about the exact time they had identified the alleged Marathon bombing suspects, after receiving reports of multiple teams of Federal agents conducting surveillance activities in Cambridge on the night Officer Sean Colllier was shot.

In the hours leading up to the shooting of [Officer Sean Collier] and the death of the older suspect involved in the bombing, sources revealed that uniformed Cambridge Police Department officers encountered multiple teams of FBI employees conducting surveillance in the area of Central Square in Cambridge. It is unclear who the FBI was watching, but these sources allege the Cambridge Police Department, including its representation in the (Joint Terrorism Task Force), was not previously made aware of the FBI’s activity in Cambridge.
Law enforcement officials responded by stating they wanted to make it 'absolutely clear' they were not conducting any sort of surveillance on the alleged Marathon bombers after the April 15th attack. They had no idea who the bombers were until Tamerlan Tsarnaev was identified when they 'fingerprinted his corpse.'
A press release was issued jointly by FBI Special Agent in Charge of the Boston Division, Vincent Lisi, Colonel Timothy Alben, of the Massachusetts State Police, and Boston Commissioner Edward Davis.

Their statement read:
'There has been recent reporting relating to whether or not the FBI, Boston Police, Massachusetts State Police or other members of the Joint Terrorism Task Force knew the identities of the bombers before the shootout with the alleged Marathon bombing suspects, and were conducting physical surveillance of them on April 18th. These claims have been repeatedly refuted by the FBI, Boston Police, and Massachusetts State Police.
It continued:
'To be absolutely clear: No one was surveilling the Tsarnaevs and they were not identified until after the shootout. Any claims to the contrary are false. Members of the Joint Terrorism Task Force did not know their identities until shortly after Tamerlan Tsarnaev’s death when they fingerprinted his corpse.'
The FBI also stated the undercover surveillance teams deployed in Cambridge on the night of April 18, were nothing to do with the on-going marathon investigation, but were there 'surveilling students' on another matter.
MIT Police Sergeant contradicts claim
Clarence Henniger, a sergeant with MIT police, had been patrolling the campus on the evening Collier was shot. Henniger had driven by Collier's patrol car only a short time before Collier failed to respond to radio calls from dispatch. Henniger went back to check on him, and was the first officer to arrive on scene to discover the gravely injured Collier, dying from his wounds.
In an April 19th 2014 interview with WBUR radio (Boston), Henniger explained how, up until that moment at least, he was not too concerned about the suspected Marathon bombers who were still on the loose:

'The word was out regarding the suspects now. We knew how they looked like, and we knew they lived in the city of Cambridge at one point. We knew their house was under surveillance'
With respect to the Federal Agents deployed in Cambridge, he added:
'So our alert basis was not as high because the feds were all over the city of Cambridge, to some degree, knowing that they lived there. It was still not really affecting us directly in a sense. We still had this false security of MIT campus. We felt the threat here in Cambridge was gone'
This version of events has never been heard before but suggests the FBI and other agencies knew the identities of Tamerlan and Dzhokhar Tsarnaev long before they have previously stated.
